And for cloak, any decent player with MG will fire blindly at locations where cloaked players often go, just to see if anyone is there. The things you mention mostly sound like people with a little bit of skill and awareness, it's not that hard to hit moving targets with cannons across the map with some practice (and if you stand still, even easier!).
I think crossout has a way too small player base for any 'professional hacker' to be interested in selling hacks for it.
